Gibraltar är det enda territorium med fullfjädrat EU medlemskap och var därför det enda enda som fick vara med i EU-folkomröstningen 2016. När rösterna väl var räknade från territoriet stod det klart att 96 procent av invånarna hade röstat emot ett utträde. De flesta territorier åtnjuter så kallad ULT-status.
Den 31 december 2020 kom Spanien och Storbritannien (på Gibraltars önskemål) överens om att Gibraltar borde ingå i Schengenområdet och i inre marknaden. Spanien ska leda beslutsprocessen inom EU om detta. Förhandlingar om detta påbörjades efter klartecken från EU i oktober 2021.
